Rent Setting

Clydesdale sets rents that take account of:

  • affordability
  • the cost of managing and maintaining our houses
  • how our rents compare those charged by other social landlords
  • our loan servicing requirements
  • contractual obligations regarding stock transfers
  • the differences between houses (i.e. house type, house size and amenity level)

The Association develops a draft budget and rent setting proposals and consults with tenants and shared owners on the rent increases planned for that period.  The consultation period runs for at least 6 weeks and involves:

  • us seeking views on the proposed increase from our two Tenants' and Residents' organisations.
  • the publication of a tenant newsletter that provides details of the rent increase and how income from rents will be spent over the period.
  • us seeking views from individual tenants on the planned increases.

Our Management Committee then meets to consider the feedback obtained from tenants before agreeing the final budget and rent increases.

In 2005 we developed a 5 Year Service Plan with tenants that sets out what service standards tenants can expect to receive from Clydesdale and, in return, the level of rent increases that will be required over that period to fund those services.  Rent increases over 2008/9 represented the 3rd year of those proposals.

Proposals for our 2009/10 rents are currently the subject of tenant consultation.
